About Us

Policy Hub for Inclusive Development (PHID) is an independent, nonprofit, and nonpartisan think tank based in Brazil. We were founded in response to the persistent structural, systemic, and epistemic inequalities that profoundly impact policymaking and development efforts.

The Problem We address four key challenges

  1. Exclusion of historically marginalized groups

    Women, BIPOC (Black, Indigenous, and People of Color), LGBTQIAP+ individuals, and other groups continue to be left out of policymaking and decision-making spaces.

  2. Political resistance to evidence-based policymaking

    Data and evidence often highlight flaws in existing policies, necessitating continuous adjustments, which can be seen as a threat to the status quo. Moreover, evidence-based approaches frequently clash with entrenched political, economic, and ideological interests.

  3. Lack of technical capacity

    Governments and institutions struggle to collect and effectively apply critical data, limiting their ability to create inclusive and targeted policies.

  4. Weak monitoring and evaluation systems in low- and middle-income countries

    Policies cannot be continuously assessed or adjusted without proper evaluation frameworks, leading to ineffective policies and inefficient use of public resources.
